Nigerian House of Reps Constitution Review Agenda December 2025

The House of Representatives sat on Thursday, 4 December 2025, with its main business being the consideration of reports from the Committee on Constitution Review, covering six broad thematic areas.

On local governments, lawmakers were set to consider a bill that would formally establish local government councils as a recognised tier of government, alongside bills to create independent State Auditors-General for local governments, and several bills to correct or change the names of specific local government areas in Delta, Oyo, Kaduna, Osun, Akwa Ibom, and Ekiti states.

On inclusive governance, the House had on its agenda a bill to grant citizenship rights to foreign spouses of Nigerians, a bill to introduce citizenship by investment for qualified foreign investors, and a bill to create special reserved seats for women in the National Assembly and State Houses of Assembly.

On electoral reforms, bills were listed to empower State Independent Electoral Commissions, allow independent candidacy in elections at all levels, and establish a dedicated Electoral Offences Commission.

On security, a bill to establish state and community police forces was tabled, along with one on financial independence for the armed forces.

Additional bills covered strengthening institutions such as the Attorney-General's office and the Federal Civil Service Commission, as well as legislature-related amendments on appropriation timelines.
