Nigerian Senate Order Paper: Key Bills and Motions, 27 Oct 2026

The Nigerian Senate sat on Tuesday, 27th October 2026, with a packed agenda covering new bills, committee reports, and a motion on aviation safety following recent crashes and incidents. Lawmakers also considered a report on the protection of Nigerians being trafficked and abused in Libya. The sitting touched issues that directly affect the safety, welfare and rights of ordinary Nigerians.

On Tuesday, 27th October 2026, the Nigerian Senate lined up a busy schedule covering legislation, committee reports, and an urgent motion on aviation safety.

Three bills were presented for first reading: a bill to establish the Institute of Actuarial Professionals of Nigeria, and two amendment bills relating to a Federal University of Medical and Health Sciences and a Federal College of Education, both in Bende, Abia State.

For second reading, senators considered a bill to amend the National Postgraduate Medical College Act, which seeks to expand the college's mandate to include PhD degrees in clinical medicine and dentistry. A second bill proposed repositioning the Nigerian Safety Investigation Bureau as an independent multimodal safety investigation authority.

Two bills from the House of Representatives were brought forward for Senate concurrence: one to establish a State Security Service Research and Development Bureau, and another to amend the National Sugar Development Council Act.

A joint committee report urged the Senate to act on the urgent need to protect Nigerians from trafficking, slavery, and human rights abuses in Libya. A separate committee report addressed amendments to the National Oil Spill Detection and Response Agency Act.

The Senate also debated a motion calling for comprehensive aircraft safety inspections and stronger aviation oversight, referencing three recent incidents including the October 5th Nigerian Air Force crash in Ondo State that killed 25 people.
