Nigerian Senate Order Paper 21 October 2026: Key Bills and Motions

On Wednesday, 21st October 2026, the Nigerian Senate sat with a busy agenda covering new bills on research funding, university regulation, and a proposed film commission. Lawmakers also took up an urgent motion on the coastal erosion destroying Ayetoro community in Ondo State, a crisis that has already wiped out roughly 80 percent of buildings in the area.

The Senate scheduled three bills for first reading on this day. These were the Nigerian Film Commission (Establishment) Bill 2026, the Risk Management Bill 2026, both introduced by Senate Leader Michael Opeyemi Bamidele, and a bill to establish a Federal Polytechnic in Nasarawa Eggon, Nasarawa State, sponsored by Sen. Envulu-Anza Danladi.

Two bills were listed for second reading: one to create a National Research and Innovation Development Fund and governing council, and another to repeal and replace the existing National Universities Commission Act, which would redefine how universities and degree-awarding institutions are regulated in Nigeria.

The Senate also considered committee reports on the Federal Universities of Agriculture Act amendment and a bill to establish a Federal University of Education in Obudu, Cross River State. Two House of Representatives bills, covering the Agricultural Research Council and Federal Medical Centres, were listed for concurrence.

The most urgent item was a motion by Sen. Dayo Faduyile of Ondo South, calling on federal agencies including the NDDC, the Ministry of Environment, and NEMA to act on the severe sea incursion destroying Ayetoro community in Ilaje Local Government Area. The motion also requested a review of previous shoreline protection contracts and mandated relevant Senate committees to report back within four weeks.
