NERC Launches Forum to Harmonize Electricity Regulations

The Nigerian Electricity Regulatory Commission (NERC) has unveiled a new forum designed to harmonize federal and state electricity regulations, marking a significant milestone in Nigeria's transition to a multi-level electricity market. The forum was formally inaugurated by NERC Chairman Dr.

Musiliu Oseni during the first quarter of 2026 at a regulatory meeting in Lagos. Oseni emphasized the necessity for closer collaboration between federal and state regulators to prevent regulatory arbitrage, which can occur when operators exploit differing rules across jurisdictions.

The forum aims to foster regular dialogue, promote a harmonized approach to tariff setting, and support capacity building through technical cooperation. It will also serve as a platform for ongoing collaboration between NERC and state electricity regulators, addressing challenges in Nigeria's power sector and facilitating a shift towards a decentralized competitive electricity market.

The initiative is expected to improve electricity supply, expand access, and build investor confidence in the sector.
