SEC Launches $1 Trillion Capital Market Plan for Nigeria

The Securities and Exchange Commission (SEC) has introduced its Capital Market Master Plan 2.0, targeting the establishment of a $1 trillion capital market and increasing the number of active retail investors to 30 million within a decade. Dr Emomotimi Agama, the director-general of SEC, announced this plan during an appearance on Channels Television’s Business Morning.
The initiative represents a significant shift from the previous master plan, focusing on strategic economic growth aligned with national development goals and supported by the Investments and Securities Act (ISA) 2025. Agama emphasized the need for regulatory clarity, modern market infrastructure, product diversification, and enhanced institutional capacity to achieve these goals.
He stated that expanding the investor base from 15.8 million to 30 million is crucial for success. The plan also includes a national savings scheme aimed at improving Nigeria's savings culture, which is essential for long-term capital mobilization in the capital market.
The scheme will operate under the ISA 2025, ensuring transparency and accountability in fund management.
