IAEA Refers Iran to UN Security Council Over Nuclear Issues

On September 10, 2023, the International Atomic Energy Agency (IAEA) escalated its confrontation with Iran by referring the country to the UN Security Council for failing to meet its obligations under the Nuclear Non-Proliferation Treaty (NPT). The resolution, approved by the IAEA Board of Governors at its headquarters in Vienna, is significant as it is the first formal referral of Iran to the Security Council in two decades.

Sponsored by the United States, Britain, France, and Germany, the resolution received support from 23 of the 35-member Board, while Russia, China, and Niger voted against it, and eight countries abstained. The resolution instructs IAEA Director-General Rafael Grossi to report the agency's concerns to the UN Security Council and General Assembly, demanding that Iran address its alleged non-compliance and demonstrate that nuclear material has not been diverted from peaceful purposes.

Central to the dispute is the IAEA's inability to verify Iran's nuclear material status, including uranium enriched to 60 percent purity, and Tehran's lack of transparency regarding uranium traces at undeclared sites.
