Canada to Unveil New Immigration Levels Plan in November

Canada is preparing to release its Immigration Levels Plan for the period 2027 to 2029 around early November 2026. The Minister of Immigration, Refugees and Citizenship is required to present an annual immigration report by November 1, but due to the date falling on a Sunday, the minister has until 30 sitting days after to table the plan.
The current plan was presented on November 5, 2025. The new plan will introduce official targets for permanent resident admissions in 2029 and will confirm or adjust provisional figures for 2027 and 2028.
Prime Minister Mark Carney indicated that the immigration system is under control, suggesting a potential increase in the permanent resident target from the current 380,000 to between 390,000 and 400,000. The allocation of spaces across immigration categories, including Express Entry and provincial nominee programs, will be crucial for prospective immigrants.
The consultation period for changes to the Express Entry category-based selection opened on August 4, 2026, and closed on September 1.
