NUPRC Reports Q3 2026 Drop in Domestic Crude Supply

In the third quarter of 2026, crude oil supplied to domestic refineries in Nigeria fell to 45.1 million barrels, a decrease from 53.7 million barrels in the second quarter, representing a drop of 8.6 million barrels or approximately 16 percent. The performance under the Domestic Crude Supply Obligation (DCSO) also declined from 97.4 percent in Q2 to 76.2 percent in Q3.
Oritsemeyiwa Eyesan, the chief executive of the Nigerian Upstream Petroleum Regulatory Commission (NUPRC), disclosed this information during her speech at the OTL Africa Downstream Energy Week 2026 in Lagos. She indicated that the NUPRC is still consulting on a domestic crude swap framework aimed at improving supply and reducing costs.
This framework would allow refiners to receive crude from the nearest production or export points, potentially lowering costs by three to four dollars per barrel. The NUPRC first announced this plan on August 14 during a visit to the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) in Abuja.
