DSS Chief Bans Arrests in Civil Disputes for Reforms

Oluwatosin Ajayi, the Director-General of the Department of State Services (DSS), has issued a directive prohibiting agency operatives from making arrests related to civil disputes, stating that such matters should be resolved through the courts. This announcement was made during a media interview on Thursday and is part of ongoing reforms intended to strengthen the rule of law, accountability, and respect for human rights within the DSS.

Ajayi highlighted the importance of distinguishing between civil and criminal cases, noting that coercive measures should not be used in civil matters. He referenced the case of political economist Prof Pat Utomi, where the DSS opted for judicial interpretation instead of arrest, leading to a court ruling that deemed Utomi's actions unconstitutional.

Ajayi reiterated that the DSS will now prioritize court resolutions over arrests in civil cases, including those involving journalists, to promote due process and clarify the agency's operational focus.
