Nigerian EMTL Allocations Soar 111% to N416.73 Billion in 2025, Reflecting Digital Payment Growth

In 2025, Nigeria witnessed a significant increase in Electron Money Transfer Levy (EMTL) allocations, rising by 111% to reach N416.73 billion compared to N196.99 billion in 2024. The Federal Account Allocation Committee (FAAC) compiled the data, revealing a substantial growth in EMTL receipts across the federal, state, and local government areas (LGAs).

The distribution pattern showed a concentration of funds in a few economically dominant states and urban centers, indicating disparities in digital payment adoption. The Federal Government received N62.51 billion, while states received N208.37 billion, and LGAs received N145.86 billion.

The allocations primarily reflected the rapid expansion of digital financial transactions and enhanced enforcement, rather than sporadic spikes in economic activity. The uneven distribution of EMTL funds highlighted the varying levels of digital transaction intensity across regions, with some states receiving disproportionately higher amounts than others.

The data suggested that the government captured value from Nigeria's transition to a cash-lite economy, although challenges in digital transaction intensification remained.
