Bureaucratic Weaknesses Enable Fake Presidential Agency

Goke Adeboroye, a former Permanent Secretary of the Federal Civil Service Commission, stated that weaknesses in Nigeria's bureaucratic system facilitated the operation of an alleged fake presidential agency, the Presidential Foreign Intervention Promotion Council (PFIPC). This agency was discovered by the Independent Corrupt Practices and Other Related Offences Commission (ICPC), which reported that it operated with forged appointment letters and lacked legal standing.

The ICPC also found that its alleged Director-General, Adeniyi Matthew, was never appointed by the Federal Government. Adeboroye expressed concern over how an individual could infiltrate the government, access budgetary provisions, and secure office space without detection.

He pointed out deficiencies in the bureaucratic capacity of key offices, including the Office of the Secretary to the Government of the Federation, and emphasized the need for civil servants to possess the integrity and competence to question improper directives from political appointees.
