Funds for PEAC/PFIPC Remain Unreleased Due to Conditions

The National Assembly appropriated funds for the Presidential Economic Advisory Council/Presidential Foreign Intervention Promotion Council (PEAC/PFIPC), but the funds did not move due to a failure in the public finance system. An appropriation is not a direct release of cash; it requires various institutional actions to be completed.

The Office of the Head of the Civil Service of the Federation handles establishment and recruitment approvals, while the National Salaries, Incomes and Wages Commission regulates remuneration. The Budget Office assesses fiscal implications and issues Financial Clearance.

The Federal Ministry of Finance and the Office of the Accountant-General of the Federation control the release of funds. In this case, the necessary conditions were not met, preventing the PEAC/PFIPC from accessing its budget.

The Council, established by President Muhammadu Buhari on 9 October 2019, requested ₦3,850,935,000.00 for personnel costs, but the Budget Office made its own calculations based on authorized documents rather than the Council's unsupported estimate.
