Kwara State's IGR Surges Under Governor AbdulRazaq

Kwara State has emerged as one of Nigeria’s more fiscally self-reliant states, attributed to a significant increase in its Internally Generated Revenue (IGR) under Governor AbdulRahman AbdulRazaq. According to a recent ranking by TheCableIndex, Kwara was notably absent from the list of 25 states that rely on the Federation Account Allocation Committee (FAAC) for over 80% of their revenues in the first quarter of 2026.

The IGR rose from N30.6 billion in 2019 to N56.4 billion in 2023, N69.2 billion in 2024, and reached a record N92.2 billion in 2025. This growth is credited to reforms in tax administration, digitalisation, expansion of the taxpayer base, improved compliance, and measures to reduce revenue leakages.

BudgIT’s 2025 State of States Report ranked Kwara third nationally in subnational fiscal performance, up from 10th in 2021. In the first half of 2026, the state generated about N39.1 billion in IGR, exceeding its pro-rata target.

A key investment supporting this revenue growth is the new Kwara Revenue House in Ilorin, aimed at centralising operations and enhancing taxpayer services.
