Lagos, Ogun, Kaduna Top Nigeria's Governance Rankings

According to the 2025 Performance Index by Phillip Consult, Lagos, Ogun, and Kaduna have emerged as the best-performing states in Nigeria's governance ranking. Lagos secured the top position, followed by Ogun in second place and Kaduna in third.

The assessment evaluated governance based on fiscal strength, service delivery, and citizen perception across the country. Lagos ranked first nationally but faced challenges, including a 36th place ranking in debt per capita and poor public service performance, ranking 32nd in public hospitals per population and 36th in basic education facilities per population.

Ogun, while second, also struggled with debt-related concerns, ranking 32nd in debt per capita. Kaduna's strong performance was noted, particularly in security, although citizen satisfaction levels remained low.

The report indicates a significant shift in Nigeria's governance landscape, highlighting the influence of fiscal discipline and transparency reforms. The rankings reflect a growing trend of improved governance in various regions, particularly in the southwest.
