Nigerian House of Reps Order Paper: July 8 2026 Key Bills

The House of Representatives sat on Wednesday, 8 July 2026, with several major items on the agenda.

Six bills were listed for First Reading, including a proposed amendment to the constitution (Sixth Alteration Bill, 2026), a bill to establish a National Agro-Industrial Development Authority, and a bill to amend the NAFDAC Act.

At Third Reading — meaning they were near final passage — were bills to overhaul merchant shipping law, establish chartered institutes for entrepreneurship consultants, mortgage bankers, university administrators, and financial analysts, and a bill on climate-resilient commerce.

At Second Reading were bills to establish a new university in Kaduna named after General Shehu Musa Yar'Adua, create a commission to implement the African Continental Free Trade Area agreement in Nigeria, amend the Pension Reform Act 2014, and establish a National Food Reserve Agency.

Committee reports presented included one on a Nigerian Fintech Regulatory Commission, a Federal Medical Centre for Monguno in Borno State, tuberculosis-related discrimination protections, and a review of Global Fund grants received by Nigeria between 2021 and 2025.

A motion was also tabled calling for executive action to stop ransom cash payments and strengthen anti-money laundering enforcement in Nigeria.
