Nigerian Senate Order Paper 4 December 2025: Key Bills & Motions
On Thursday, 4th December 2025, the Nigerian Senate sat for its 65th sitting of the Third Session of the 10th National Assembly. Lawmakers had on their agenda new bills on renewable energy, artificial intelligence, and health workforce tracking, alongside motions, appointment confirmations, and concurrence bills passed from the House of Representatives. The session touched on issues ranging from financial sector regulation to social welfare and civil registration reform.
Three new bills received First Reading in the Senate on 4th December 2025. These were a bill to establish a National Centre for Renewable Energy Research in Uruan, Akwa-Ibom State; a bill to create a National Health Workforce Registry; and a bill to establish a National Centre for Artificial Intelligence, Research and Innovation in Suleja, Niger State.
At Second Reading stage, senators considered a bill to strengthen supervision of systemically important financial institutions under the Banks and Other Financial Institutions Act, a Social Welfare Service bill aimed at reducing extreme poverty among vulnerable Nigerians, and a bill to replace the old Births and Deaths Registration Act with a modern electronic civil registration system.
The Senate also considered a committee report recommending confirmation of two nominees as Commissioners of the Federal Civil Service Commission, representing Edo, Ekiti, Ondo, Benue, Nasarawa, and Plateau states.
Two bills passed by the House of Representatives — one establishing a Nigeria Police Force Pension Board and another on FCT Abuja Area Courts — were listed for Senate concurrence.
A motion by Senator Jimoh Ibrahim of Ondo South called on the Federal Ministry of Works to extend ongoing Akure–Ore road repairs to cover the Ore–Okitipupa–Igbokoda federal road, citing over 2 million residents in oil-producing communities currently unserved by the project.
