Nigerian House of Reps Order Paper 22 October 2026 Key Bills

On Thursday, 22 October 2026, the Nigerian House of Representatives had a packed agenda covering bills on criminal justice, insurance regulation, civil registration, military coordination and children's healthcare. Lawmakers also considered a motion calling for a regulatory framework for the importation of electric and CNG vehicles into Nigeria. The sitting touched on issues that affect everyday Nigerians from how crimes are prosecuted to how their children's births are officially recorded.

The House of Representatives sat on 22 October 2026 with a wide range of legislative business on the table.

Two bills were listed for first reading: one to regulate advance rent payments and protect tenants in the Federal Capital Territory, and another to establish a National Postgraduate College of Pharmacists.

Five bills reached third reading, meaning they were close to final passage. These covered amendments to the National Assembly Service Pension Board Act, a replacement of the National Insurance Commission with a new Insurance Regulatory Commission, an electronic civil registration system to replace the old births and deaths registration law, a new Joint Doctrine and Warfare Centre for the armed forces, and a Strategic Intelligence Management Institute.

Six bills were listed for second reading, including a proposed repeal and replacement of the Administration of Criminal Justice Act 2015, amendments to the Nigerian Safety Investigation Bureau Act, changes to the National Senior Secondary Education Commission Act, reforms to agricultural machinery regulation, stricter firearms importation rules, and the establishment of a National Children's Hospital in Ideato, Imo State.

On motions, the House considered a call to establish a licensing and regulatory framework for importing electric vehicles, CNG vehicles and related infrastructure, with criteria covering service centres, spare parts availability, trained local technicians and consumer protection plans.
