Rivers Lawmakers Continue Using Residential Quarters

Despite the completion of the new Rivers State House of Assembly complex on Moscow Road several months ago, lawmakers have chosen to continue their legislative activities from their residential quarters along Aba Road in Port Harcourt. Governor Siminalayi Fubara inspected the complex on November 24, 2025, and announced it would be ready for use by December 2025.

He commended the contractors, Julius Berger and MCC, and expressed hope that lawmakers would return to the new chambers to present the 2026 Appropriation Bill. However, shortly after the governor's announcement, the Assembly resolved to remain at their residential quarters, citing Section 101 of the Constitution, which allows the House to regulate its procedures.

This decision was supported by Martin Amaewhule, who stated that the essence of an Assembly lies in its people, not the building. Nine months later, lawmakers are still conducting business from their quarters, where they received Fubara’s 2026 budget proposal of N1.854 trillion on July 10, 2026.

A senior government official confirmed the complex's readiness for use but noted that lawmakers are taking a cautious approach.
