Rivers Speaker Criticizes Fubara Over Late Budget Framework

Martin Amaewhul, the Speaker of the Rivers State House of Assembly, criticized Governor Siminalayi Fubara for the late submission of the 2026-2028 Medium Term Expenditure Framework (MTEF), which was presented significantly behind the timeline required by law. According to Amaewhul, the MTEF should have been laid before the House by September, four months before the start of the next fiscal year, as stipulated by Section 10 (1) (b) of the Rivers State Fiscal Responsibility Law No. 8 of 2010.

Despite the delay, the Assembly decided to approve the document to prevent further setbacks in the budget process, with the framework being adopted unanimously. The approval was made during a plenary session held on a Friday, just 24 hours after the framework was presented.

Additionally, the House received a petition from Dr. Gift Worlu, Chairman of the Obio Akpor Local Government Council, regarding security threats in the area, which was addressed by Hon.

Emilia Amadi, urging the Assembly to take urgent action.
