NCC Mandates Registration of All SIM-Enabled Devices

On September 10, the Nigerian Communications Commission (NCC) announced a new system requiring the registration of all SIM-enabled devices before they can connect to Nigerian mobile networks. This initiative aims to combat illegal imports, non-compliant equipment, and the circulation of stolen devices.

Nnenna Ukoha, NCC Director of Public Affairs, stated that unregistered devices will be barred from operating on Nigerian telecommunications networks. The initiative will create a central database of communications devices and enhance enforcement of Type Approval regulations, which ensure compliance with technical, operational, and safety standards.

A key aspect of this initiative is the Device Management System (DMS), which will automate compliance checks. The NCC's actions are grounded in Section 132(2) of the Nigerian Communications Act 2003, which mandates Type Approval for communications equipment.

The first phase of the program, in collaboration with the Nigeria Customs Service and other stakeholders, will involve registering existing devices, while new imports must be registered before market introduction.
