NCC Reviews MVNO Rules to Boost Telecom Competition

The Nigerian Communications Commission (NCC) is undertaking a review of the Mobile Virtual Network Operator (MVNO) business rules to enhance competition and broaden access to telecommunications services across Nigeria. Dr.

Aminu Maida, the Executive Vice Chairman (EVC) of the NCC, made this announcement during a stakeholder forum held in Abuja. The review aims to foster innovation and improve the regulatory framework governing MVNO operations, ensuring a competitive and inclusive telecommunications environment.

Mr. Usman Mamman, Director of Licensing and Authorizations at the NCC, noted that the establishment of MVNO business rules demonstrates the Commission's commitment to achieving digital inclusion.

The rules are intended to clarify licensing operations and the responsibilities of host network operators while protecting consumer interests. The NCC has granted 46 MVNO licenses across five operational tiers.

Mr. Chizua Whyte, former Head of Legal Regulatory Services at the NCC, emphasized the need for a clear operational framework for MVNOs, while Mr.

Ken Nwabueze, President of AMVON, called for addressing revenue-sharing arrangements.
