NDLEA Shifts Strategy to Target Drug Cartels' Financial Networks

Nigeria's drug enforcement agency is moving beyond arrests to dismantle the financial structures supporting trafficking operations.
The National Drug Law Enforcement Agency has launched a new operational approach aimed at dismantling the financial foundations of drug trafficking networks across Nigeria. Led by Brigadier General Mohammed Buba Marwa, the agency announced it would deploy asset forfeiture mechanisms and civil recovery instruments to target the economic assets tied to suspects involved in drug crimes.
This marks a strategic shift from traditional enforcement methods focused primarily on apprehending traffickers. The initiative was unveiled during a joint briefing at NDLEA headquarters in Abuja on Friday, where agency leadership outlined plans for a weeklong campaign marking World Drug Day.
The agency's Secretary, Shadrach Haruna, confirmed that the NDLEA would use civil action remedies to pursue and seize assets connected to suspected drug trafficking operations. Officials characterised this approach as necessary to address the broader economic infrastructure sustaining illicit narcotics trade in the country.
The NDLEA has partnered with the United Nations Office on Drugs and Crime (UNODC) to strengthen the campaign, which began on June 19, 2023. The collaboration reflects growing international concern about evolving drug markets, including the rise of synthetic drugs and illicit online platforms.
Officials noted that conventional enforcement methods alone are insufficient to counter these emerging threats, necessitating a multi-faceted strategy incorporating modern, technology-driven countermeasures. Beyond the federal campaign, the Veterinary Council of Nigeria recently visited NDLEA leadership to explore expanded partnership opportunities in combating drug abuse and trafficking.
The council's President, Professor Mathew Adamu, met with Marwa to discuss recruitment opportunities for veterinary professionals in the agency's anti-drug operations, signalling efforts to broaden institutional collaboration across professional sectors in Nigeria's drug control framework.
