NCC Launches Device Management System to Register Phones

The Nigerian Communications Commission (NCC) has initiated a Device Management System (DMS) mandating that all SIM-enabled mobile devices be registered using their International Mobile Equipment Identity (IMEI) numbers before being sold or activated on Nigerian networks. This new requirement has raised concerns among phone traders about potential increases in retail prices in an already challenging market.
Licensed importers must obtain NCC type approval, submit purchase invoices to the DMS portal, pay a validation fee, and receive a pre-authorisation QR code. Edoyemi Ogoh, director of Technical Standards and Network Integrity at the NCC, stated that the central registry would enhance compliance with type-approval requirements.
Registration fees are approximately N670 for standard phones and over N3,700 for high-end devices. While a senior official indicated that the fee should not significantly impact retail prices, there are concerns that importers might justify larger price hikes.
The NCC has extended the deadline for businesses to register existing stock on the DMS from September 7 to October 6, 2026.
