RMAFC Calls for Emergency in Nigeria's Oil Sector

The Revenue Mobilization, Allocation and Fiscal Commission (RMAFC) has recommended that the Federal Government declare a state of emergency in Nigeria's oil and gas sector. This recommendation includes conducting a forensic audit of crude oil production dating back to 2004 and implementing revenue adjustments among oil-producing states following the verification of 1,000 oil and gas wells across the Niger Delta.

The inter-agency technical committee (IATC), inaugurated in June 2025, is tasked with verifying crude oil wellhead coordinates and resolving disputes affecting the 13 percent derivation payable to oil-producing states as per the 1999 Constitution. The committee urges the President to consider declaring a state of emergency to curb criminal activities and restore regulatory discipline.

Additionally, it calls for a forensic audit of crude oil production from 2004 to present, highlighting significant discrepancies in product reporting and revenue remittance. The report also addresses boundary disputes and recommends revenue adjustments among states, particularly between Akwa Ibom and Rivers State, and others, which could significantly impact monthly allocations from the federal account.
