NRS and BPP Collaborate to Revise 2007 Procurement Act

The Nigerian Revenue Service (NRS) and the Bureau of Public Procurement (BPP) have initiated high-level discussions to amend the Public Procurement Act of 2007, which is considered outdated. During the inaugural meeting in Abuja, Mr. Zacch Adedeji, the Executive Chairman of the NRS, stated that the collaboration aims to revalidate the legal framework and remove provisions that do not meet current needs.
He emphasized that successful procurement reforms are essential for enhancing public compliance and demonstrating value for money, which could motivate tax payments. Adedeji proposed the formation of a joint technical committee to expedite the legislative review, underscoring the importance of preventing waste and ensuring proper fund utilization.
Kule Ogidi, the NRS Group Director of Support Services, praised the BPP for its support in navigating administrative challenges. Dr. Adebowale Abraham Adedokun, the Director-General of the BPP, affirmed that the Bureau aims to facilitate progress rather than create obstacles, noting that the 2007 Act does not accommodate modern innovations such as e-procurement and inclusive affirmative procurement.
