Reps Propose Overhaul of Nigeria's Aviation Revenue Laws

The House of Representatives is advancing efforts to reform Nigeria's aviation laws, proposing a new revenue-sharing formula for the five per cent Ticket Sales Charge and Cargo Sales Charge. In 2026, the Nigeria Civil Aviation Authority (NCAA) received approximately N777 billion from the Ticket Sales Charge and N352 billion from the Cargo Sales Charge, totaling around N1.129 trillion.

The proposed amendments aim to revise the distribution of these funds among aviation agencies, automate remittances, harmonize existing laws, and enhance the financial capacity of institutions responsible for safety and navigation. Speaker Tajudeen Abbas, represented by Sada Soli, emphasized that the review seeks to address structural and funding challenges in the aviation sector.

The proposed changes have caused tension between the NCAA and the Nigeria Airspace Management Agency (NAMA), as the NCAA's share would decrease from 56 per cent to 40 per cent, while NAMA's share would increase from 22 per cent to 40 per cent. Soli assured stakeholders that the reform aims for a more equitable financial framework and aligns with international best practices.
