NCAA Faces Criticism for Halting Aviation Training Programs

Aviation workers have raised concerns regarding the Nigerian Civil Aviation Authority (NCAA) following allegations that it has not implemented approved staff training programs for 2026, despite these being included in the budget approved by the National Assembly. Comrade Olayinka Abioye, deputy secretary-general of the Air Transport Services Senior Staff Association of Nigeria (ATSSSAN), stated that the suspension of critical local and international training programs poses a serious risk to aviation safety.
He accused the NCAA management of spending only 10 percent of its approved 2025 training budget and demanded accountability for the remaining funds. Abioye also mentioned that the authority owes workers nine months of salary arrears and has only paid 50 percent of the approved rent allowance.
He criticized the NCAA's handling of the five percent Ticket Sales Charge, alleging that some airlines owe significant amounts, with liabilities reaching N5 billion. Workers have mandated the unions to demand the settlement of outstanding entitlements and the implementation of approved training programs.
