Dangote breaks ground on $16bn Kenya refinery despite land disputes

Nigerian billionaire Aliko Dangote and Kenya's President William Ruto held a groundbreaking ceremony Wednesday for a $16 billion oil refinery project in Lamu, Kenya. The facility will process 700,000 barrels of crude oil daily and marks one of Africa's largest industrial investments led by a Nigerian entrepreneur.
The refinery project has opened 30% of its equity stake to other East African nations as part of a regional investment strategy. Kenya is considering acquiring a 10% stake valued at approximately $500 million, while Ethiopia and Rwanda have also expressed interest in participating.
Regional economic advisers estimate the total available investment from East African nations at around $1.5 billion. The arrangement allows participating countries to own stakes without committing to purchase petroleum products from the facility.
The project faces immediate legal obstacles. A court has ordered a halt to construction activities following a land dispute, and the facility has sparked protests from some Lamu residents over compensation for property acquisition.
Dangote attributed the resistance to local fuel marketers and multinational oil companies, suggesting they oppose the refinery to protect their market interests. Despite setbacks, Dangote stated the project will advance according to schedule.
The refinery is projected to create 60,000 jobs across the region by 2030, according to statements from project leadership. The facility's location at the Port of Lamu positions it to serve East African markets and potentially export refined products across the continent.
