EFCC Presents Witness in 25.3M Litres PMS Theft Case

The Economic and Financial Crimes Commission (EFCC) has presented its second prosecution witness in the trial concerning the alleged theft of 25,354,000 litres of Premium Motor Spirit (PMS) belonging to the Nigerian National Petroleum Corporation (NNPC). The trial is taking place at the Special Offences Court in Ikeja, Lagos, presided over by Justice Mojisola Dada.

The defendants, Captain Raymundo Panaligam, Chief Officer Roneno Villarin, and Vincent Waya, were arraigned on October 29, 2025, on charges of conspiracy to steal, violating Lagos State law. Testimony from the NNPC representative indicated that the MT Ostria vessel, involved in the case, had its discharge operations suspended due to discrepancies in the vessel's discharge figures compared to the quantities received.
