Nigeria Grants Pardons to Over 8,300 Inmates Amid Reforms

The Federal Government of Nigeria, along with state authorities, has granted pardons to no fewer than 8,300 inmates between January 2022 and March 2026, as part of efforts to tackle overcrowding in correctional facilities. The breakdown shows that 707 inmates benefited from pardons in 2022, with the number sharply rising to 4,678 in 2023, before dropping to 1,843 in 2024 and 2025, and 850 inmates receiving similar relief in 2026.

The actual figures are likely higher, reflecting ongoing efforts to address the issue. A significant nationwide intervention in November 2023 led to 4,000 inmates being granted relief from fines imposed by courts.

Despite these measures, overcrowding remains a major concern, with approximately 50,000 inmates awaiting trial nationwide. The Federal Government is pursuing longer-term reforms, including a plan to transform correctional facilities into agricultural product hubs through public-private partnerships, focusing on skill acquisition and rehabilitation rather than mere detention.
