Governors Urged to Prioritize Strategic Planning

Murtala Adogi Mohammed, a policy expert and governance strategist, urged governors to develop strategic plans and make adequate budgetary provisions for emergencies rather than depending on Federal Government allocations. During a fireside chat in Abuja to celebrate his 50th birthday and launch his book titled “Disruptive Governance,” he reflected on lessons learned from the Covid-19 pandemic, which prompted him to document ideas on strategic planning and emergency response.

He began writing the book in 2019, paused, and resumed in 2022, completing it in February 2026. Mohammed advised newly elected governors to focus on developing strategic plans, reviewing budgets, and assembling competent technical teams.

He stressed the importance of assessing resources and considering supplementary funding or partnerships. Additionally, he recommended a balance between competence and loyalty in political appointments, suggesting that governors prioritize competence in their first two years.

Dr Edwin Edeh, Chairman of the Organising Committee, emphasized the need for measurable improvements in citizens' lives, while Hajiya Imaan Sulaiman-Ibrahim pointed out gaps in policies protecting women and children.
