HACPAN Rejects NHFRA Bill Over Bureaucracy Concerns

The Healthcare Providers’ Association of Nigeria (HACPAN) has formally rejected the proposed National Health Facility Regulatory Agency of Nigeria Bill (NHFRA), expressing concerns that it would introduce unnecessary bureaucracy and duplicate existing regulatory frameworks. During a press briefing in Ikeja, Lagos, HACPAN National President Dr. Austine Aipoh stated that while the association supports improved healthcare regulation and patient safety, the establishment of a new federal agency is misguided.

He emphasized that the bill does not enhance patient safety or contribute to universal health coverage. Dr. Aipoh highlighted the existing regulatory bodies, including the Federal Ministry of Health and various professional councils, arguing that the NHFRA would lead to multiple inspections and increased costs for healthcare providers, which would ultimately be passed on to patients.

He criticized a provision in the bill allowing the agency to utilize "franchisees" for inspections, indicating a lack of government capacity. HACPAN is urging the National Assembly to withdraw the bill and strengthen current regulatory institutions instead.
