Donor Dependence Threatens Women, Peace Agenda in Kaduna

The CLEEN Foundation has expressed concerns regarding the dependence on external donors for the implementation of the Women, Peace and Security (WPS) agenda in Kaduna state. Programme Director Dr Salaudeen Hasheem stated that without dedicated domestic funding, the sustainability of the WPS programme is at risk.

During a three-day dialogue on gender-responsive policy in Kaduna, Hasheem noted that while a Women, Peace and Security State Action Plan exists, challenges such as inadequate budgeting, weak coordination, and accountability gaps hinder its practical implementation. He emphasized the importance of measurable outcomes and institutional ownership over continued reliance on external support.

The WPS framework focuses on four pillars: participation, protection, prevention, and relief and recovery, with a strong emphasis on women's involvement in peacebuilding. The dialogue, supported by the Norwegian Government, included various stakeholders, and CLEEN Foundation Executive Director Mr Peter Maduoma highlighted the need for effective implementation of gender equality policies, addressing gaps in resources and coordination.
