Nigerian House of Reps Order Paper 23 July 2026: Key Bills

The House of Representatives sat on 23 July 2026 with business spanning new institutions, amendments to existing laws, and committee reports.

Seven bills were introduced for First Reading, including the establishment of a Federal College of Nursing Sciences in Gombe State and four proposed new Chartered Institutes covering Logistics and Procurement, Digital Marketing, Sales and Customer Service Management, and Machine Learning and Artificial Intelligence.

At Third Reading — the final legislative stage before a bill is sent for presidential assent — the House considered ten bills. These included establishing Federal Institutes of Mining and Geosciences in six states (Nasarawa, Cross River, Taraba, Zamfara, Ekiti, and Abia), two new Federal Medical Centres in Monguno, Borno State and Zuru, Kebbi State, and a Federal University Teaching Hospital in Gusau.

Four bills were listed for Second Reading, including a proposed Federal Medical Centre in Bende, Abia State, a Federal College of Nursing and Midwifery also in Abia, and a wide-ranging Anti-Money Laundering and financial governance bill.

Three committee reports were also scheduled for presentation, covering National Assembly Service administration, vocational training centres across all 774 local government areas, and Nigeria's preparedness for a single-use plastic ban.
