Nigerian House of Reps Order Paper 28 April 2026: Key Bills
On Tuesday 28 April 2026, the Nigerian House of Representatives had a packed agenda covering new bills on policing, education, the blue economy, and constitutional changes, alongside committee reports on a major highway loan and electricity metering funds. Several bills were also scheduled for their final (third) reading, meaning they could be passed into law that day.
The House of Representatives sat on Tuesday 28 April 2026 with a wide range of legislative business. Eleven new bills were listed for First Reading, including an Executive Bill to establish a Nigeria Police Trust Fund, two Constitution alteration bills, and a National Blue Economy Growth and Jobs bill sponsored by Hon. Thomas Ereyitomi. Hon. Paul Ekpo alone sponsored five bills, touching on public procurement, the NYSC, the Criminal Code, free basic education, and constitutional amendment.
For Second Reading, lawmakers were set to debate a bill creating a Joint Doctrine and Warfare Centre to improve military coordination, a West African Gas Pipeline amendment extending tax holidays for pipeline operators, and a bill to create additional local government areas in Imo State.
Five bills reached Third Reading — the final stage before passage — including the establishment of a Federal University of Biomedical Sciences in Benue State, a livestock and horticulture university upgrade in Gombe, and new Federal Medical Centres in Yobe and Abia states.
On committee reports, the House was set to receive findings on a $516 million Deutsche Bank loan request for the Sokoto–Badagry Superhighway, multiple commerce-related institute establishment bills, and a report on CBN loans disbursed to electricity distribution companies under the National Mass Metering Programme.
