Nigerian Senate Order Paper: Key Bills & Motions – 11 Dec 2025
On Thursday, 11th December 2025, the Nigerian Senate had four new bills listed for first reading and two urgent motions on its agenda. The business of the day touched on issues ranging from ecological destruction in Edo State to international oil companies allegedly flouting Nigerian procurement and local content laws — matters that directly affect jobs, livelihoods, and communities across the country.
The Nigerian Senate sat on Thursday, 11th December 2025, with four bills scheduled for first reading. The most talked-about is a bill sponsored by Senator Ipalibo Harry Banigo (Rivers West) that seeks to prohibit discrimination between First Degree holders and Higher National Diploma (HND) holders in Nigerian workplaces. Other bills introduced include one to establish a Nigeria Academy of Science, an amendment to the Firearms Act, and an amendment to the Companies and Allied Matters Act (CAMA).
On motions, Senator Joseph Ikpea (Edo Central) raised an urgent call for federal intervention over worsening gully erosion and deforestation across Esan Land in Edo State, citing specific sites in Ekpoma, Esan Central, and Esan West as critically threatened. The Senate was urged to direct the Ecological Fund Office, NEMA, and NEWMAP to act immediately.
A second motion by Senator Neda Bernards Imasuen (Edo South) accused international oil companies of persistently violating Nigeria's procurement and local content laws — including routing purchases through Free Trade Zones to avoid taxes. The Senate resolved to mandate relevant committees to investigate and report back within six weeks.
Four committee meetings were also scheduled, including an ambassadorial screening by the Foreign Affairs Committee and a public hearing by the Tertiary Institutions and TETFUND Committee.
