Niger Delta Group Calls for ICPC Probe into N50bn PAP Fraud

The Niger Delta Liberation Force (NDLF) submitted a petition to the Independent Corrupt Practices and Other Related Offences Commission (ICPC) on September 15, 2026, requesting an investigation into alleged procurement fraud, abuse of office, and mismanagement of funds at the Presidential Amnesty Programme (PAP). The petition, signed by NDLF secretary Akpos Owei-Keme, included six annexures detailing allegations, documentary evidence, and a list of individuals and companies for investigation.

A primary concern is an alleged N50 billion contract, described as opaque in its origin and beneficiaries. The NDLF seeks clarity on the contract's initiation, approval, and the contractor's ownership, as well as potential undisclosed interests held by PAP officials.

The petition also calls for a broader review of PAP's procurement practices, including tender processes and contract variations. Additionally, the NDLF flagged a shortfall of about N1.9 billion in the Train, Employ and Mentor scheme and requested a systemic corruption-risk assessment of PAP to identify ghost beneficiaries and fictitious contractors.
