Tinubu's Commitment to Revive Nigeria's Refineries

On August 13, 2023, President Bola Tinubu addressed leaders of the Nigeria Union of Petroleum and Natural Gas Workers, stating that Nigeria's state-owned refineries would not be allowed to deteriorate further. He acknowledged the historical failures of these refineries, which have consumed billions without sustainable operation.

Nigeria owns four refineries with a combined capacity of 445,000 barrels per day, yet they have struggled to deliver commercial refining. Significant funds have been allocated for rehabilitation, including $1.4 billion for the Port Harcourt refinery in 2021 and additional amounts for Warri and Kaduna refineries.

The Petroleum Products Retail Outlets Owners Association of Nigeria has called for privatization to reduce fiscal burdens and enhance efficiency. Muda Yusuf from the Centre for the Promotion of Private Enterprise suggested completing ongoing rehabilitation while developing a framework for private-sector involvement.

The situation raises questions about ownership, governance, and the effectiveness of continued public funding.
