Saraki: Foreign Aid Fails to Address Africa's Funding Gap

On a recent panel session at the Global Strategic Advisory Group meeting held at Villa La Collina, Lake Como, Italy, former Senate President Dr. Bukola Saraki articulated that foreign aid is insufficient to address Africa's estimated annual infrastructure financing gap of $130 billion to $170 billion.

He argued that the ongoing withdrawal of U.S. international development assistance presents a challenge, but also an opportunity for Africa to redefine its relationship with development partners and pursue greater self-reliance. Saraki noted that the shift in global development architecture since the end of the Cold War has led to a significant reduction in American development assistance, which has impacted funding for health supply chains and civil society organizations.

He identified three major structural weaknesses in traditional development assistance models and stressed that aid volumes are far below Africa's actual financing requirements. Saraki concluded that Africa must focus on mobilizing domestic resources and building sustainable development frameworks rather than relying solely on foreign aid.
