The film aims to tell an unexpected story of friendship and the personal journey of the officer involved. Production is expected to begin in mid-2027, with Penn's decision to direct stemming from his civic engagement, including attending congressional hearings related to the Capitol riot.

The film is being developed under Penn's production banner, alongside producers John Ira Palmer and John Wildermuth, with Warner Bros. handling distribution.
