CSJ Questions Non-Implementation of 2026 Capital Budget

The Centre for Social Justice (CSJ), a civil society organization focused on public finance and economy, has addressed letters to the National Assembly and the Minister of Finance and Coordinating Minister of the Economy, Taiwo Oyedele, regarding the non-implementation of the 2026 federal capital budget. As of September 9, 2026, CSJ reported that no funds had been released for the 2026 capital budget, and the carried-over portion of the 2025 budget had not been fully released.

The letters, signed by Lead Director Onyekpere, indicated that most Ministries, Departments, and Agencies (MDAs) received less than 50% of necessary funds for the carried-over capital expenditure. CSJ criticized the National Assembly for failing to exercise oversight to ensure budget implementation, noting that revenue agencies reported exceeding their projections, with the Nigerian Revenue Service collecting N21.6 trillion in the first half of 2026.

Despite the availability of resources, CSJ expressed concern over the lack of implementation of the federal capital budgets.
