Defence Ministry Promotes Civil Service Reforms in Abuja

On July 30, 2026, Mr. Richard Pheelangwah, the Permanent Secretary of the Ministry of Defence, addressed Directors, Service Improvement Officers, and other stakeholders at a sensitization program held at Ship House, Abuja.

He emphasized the importance of embracing ongoing Federal Civil Service reforms as part of the Federal Government’s Renewed Hope Agenda. Pheelangwah outlined three key reform initiatives: the Federal Civil Service Mentoring Programme, the Enhanced Integrated Personnel and Payroll Information System (IPPIS) Self-Service Platform, and the Federal Civil Service Strategy and Implementation Plan (FCSSIP) 2025–2030.

The Mentoring Programme aims to transfer institutional knowledge to younger officers, while the Enhanced IPPIS Self-Service Platform facilitates secure management of personnel records. The FCSSIP 2025–2030 seeks to strengthen institutional capacity through innovation and accountability.

Pheelangwah urged Service Improvement Officers and others to champion these reforms and promote effective service delivery within their departments.
