NUPRC Reports 127 Million Barrels Supplied to Refineries

The Nigerian Upstream Petroleum Regulatory Commission disclosed that domestic refineries received more than 127 million barrels of Nigerian crude oil and condensate between January and September 2026. This improvement followed efforts to resolve supply disputes between producers and refiners.
Oritsemeyiwa Eyesan, the Commission Chief Executive, noted that deliveries improved after commercial disagreements disrupted supplies in the first quarter. The NUPRC is considering a crude swap framework to reduce transportation costs for local refineries.
In a speech delivered by Assistant Director, Operations, Prosper Omonedo, at the OTL Africa Downstream Energy Week 2026 in Lagos, Eyesan stated that 53.7 million barrels were supplied in Q2 and 45.1 million barrels in Q3, achieving overall performance rates of 97.4% and 76.2%, respectively. The Domestic Crude Supply Obligation, established by the Petroleum Industry Act 2021, mandates crude producers to supply domestic refineries before exports.
Commercial disagreements over pricing and supply arrangements remain challenges for refiners.
