DSS Opposes Foreign Funding in Security Trust Fund Bill

The Department of State Services (DSS) has expressed its opposition to a clause in the Security Trust Fund Bill that permits grants and donations from international organizations. During a public hearing on the bill, DSS representative Emmanuel Duabri warned that foreign funding could compromise Nigeria's sovereignty and the confidentiality of intelligence operations.

The DSS proposed amendments to the bill, including the removal of Section 3(d), which allows foreign funding. The agency emphasized the need for a stable and flexible funding mechanism to enhance its operational capacity, including modern equipment acquisition and training.

The bill aims to establish a dedicated DSS Security Trust Fund to ensure prompt funding during emergencies. The DSS also recommended that the trust fund's governing board include legal representation and experts in national security and human rights.

Furthermore, the agency urged lawmakers to pass the bill to strengthen its operational capabilities and ensure national security.
