Ex-Army Spokesman Advocates for Regional Intelligence Hubs

Abdul Moham Isa Kuka Sheka, a public relations expert at the Nigerian Army Resource Centre, delivered a lecture at the National Institute for Security Studies (NISS) in Abuja on March 19, 2026. He urged the establishment of regional intelligence fusion cells to facilitate intelligence sharing and monitor transnational militia movements.

Sheka highlighted that Africa's security challenges are evolving and cannot be addressed solely through kinetic responses. He pointed out that ethnic militias and local self-defense groups are undermining state authority and destabilizing governance structures.

Sheka proposed a data-driven framework to anticipate resource-based tensions and violence. He stressed the importance of community engagement in countering hostile narratives and rebuilding public trust.

Brigadier General J.O. Odama, director of studies at NISS, hosted the event, which included interactive sessions with participants of the Executive Intelligence Management Course (EIMC) 19/2026.

Sheka concluded by advocating for the integration of security doctrine with justice and intelligence to ensure long-term stability across Africa.
