Tinubu Orders Audit Amid Fake Agency Scandal

President Bola Ahmed Tinubu has initiated a comprehensive forensic audit of the Integrated Personnel and Payroll Information System (IPPIS) and related federal agencies due to a scandal involving fake government entities, notably the Presidential Foreign Intervention Promotion Council (PFIPC), which allegedly secured ₦1.3 billion in the 2026 federal budget. The audit will be coordinated by Finance Minister and Coordinating Minister of the Economy, Taiwo Oyedele, and will investigate payroll records, personnel systems, and connections between various government financial systems.

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has also uncovered additional fictitious agencies created with forged documents. This situation raises concerns about systemic issues within the government, echoing findings from the Stephen Oronsaye Report submitted in 2012, which recommended significant reductions in the number of federal agencies.

Despite presidential approval in February 2024 for the report's implementation, evidence suggests that the execution has been selective and incomplete.
