ICPC Indicts Budget Office Over PFIPC Inclusion in Budget

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has indicted the Budget Office of the Federation (BOF) for lapses that permitted the inclusion of the purported Presidential Foreign Intervention Promotion Council (PFIPC), headed by Adeyemi Adeniyi, in the 2026 federal budget. The ICPC's investigation revealed that the BOF processed the PFIPC's onboarding despite significant gaps in its documentation.

The BOF failed to independently verify the legal establishment of the PFIPC, relying instead on an administrative code from the Office of the Accountant-General of the Federation (OAGF) and documents from the Office of the Head of the Civil Service of the Federation (OHCSF). Notably, the BOF received a letter from the OAGF on 29 November 2024, conveying Administrative Code 0111062001 for the PFIPC, but lacked direct communication from the OHCSF regarding the establishment waiver.

A budget proposal submitted on 20 August 2025 included a personnel cost of N3.85 billion, which the BOF did not adopt due to the absence of an approved salary structure. The ICPC recalculated the allocation to N1.3 billion based on the Consolidated Public Service Salary Structure.
