Ugochinyere Lauds Otuaro's Reforms in Amnesty Programme

Hon. Ikenga Ugochinyere, the Member representing Ideato Federal Constituency in the House of Representatives, commended Dr. Dennis Brutu Otuaro, the Administrator of the Presidential Amnesty Programme (PAP), for his transformative leadership since assuming office in March 2024. Ugochinyere described Otuaro as the best coordinator in the programme's history, noting a shift from stipend-driven interventions to a focus on education, skills development, and sustainable peace in the Niger Delta.

He highlighted the expansion of the PAP scholarship scheme, with 4,500 students deployed to universities for the 2025/2026 academic session and an increase in in-country scholarship beneficiaries from 3,800 in 2024/2025 to 3,900 in 2025/2026. Ugochinyere also mentioned the training of 40 Aircraft Maintenance Engineers and advanced aviation training for cadet pilots in South Africa and Nigeria.

Additionally, he praised Otuaro's efforts in restructuring PAP's beneficiary database, verifying 12,467 records, and emphasizing dialogue and conflict prevention among stakeholders.
