Nigeria's 2025 Oil Licensing: Bidders Must Show Capability

The Nigerian government clarified that in the 2025 licensing round for oil blocks, being the highest financial bidder does not guarantee success. Oritsemeiyiwa Eyesan, Chief Executive of the Nigerian Upstream Petroleum Regulatory Commission, stated that technical competence and operational capability will play a crucial role in determining the successful bidders.

The commission aims to ensure that petroleum assets are awarded to companies capable of developing them effectively, rather than simply to those who submit the highest financial offers. The commercial bid opening is set for today, marking the final stage of the licensing process.

The 2025 licensing round was announced on November 11, 2025, and will offer 50 oil and gas blocks across seven sedimentary basins. The bidding portal will open on December 1, 2025, with a pre-bid conference scheduled for January 14, 2026, in Lagos.

The prequalification process will close on February 27, 2026, with completion expected by March 16, 2026.
