Kyiv Shooting Fuels Gun Ownership Debate in Ukraine

A shooting incident in Kyiv on a Saturday resulted in seven fatalities and has sparked a renewed debate over gun ownership laws in Ukraine. The shooter, who was born in Moscow and lived in eastern Ukraine, opened fire with a registered weapon near a supermarket.

The incident has led to the suspension of two law enforcement officers who reportedly fled the scene. Oleksandra Ustinova, a member of the Ukrainian Parliament's Committee on Domestic Security, expressed concerns about the reality of civilian safety in the current climate.

Ukraine's gun ownership laws are among the strictest globally, with a de facto ban on handguns and stringent licensing criteria. Less than 10% of households possess firearms, according to a survey.

Despite the ongoing war since Russia's invasion on February 24, 2022, there has been no significant increase in civilian firearm possession. Lawmakers, including Igor Fri and Inna Sovsun, are divided on the issue, with some advocating for the right to self-defense while others caution against loosening restrictions.
